Will is the first of the Elite Four in Johto and he is a Psychic type trainer. He seems to be very confident and powerful and says he wants to be the top trainer of the whole Pokemon World. You must Battle him after you defeat the Gym Leaders.

Will is the weakest Elite Four member featured in the series as a whole, in terms of level and proportionally, as normally the difference between the level of the last Gym Leader's main pokemon and the first Pokémon of the Johto Elite Four is usually 5-10 levels, but in fact, his Pokémon are almost the same level as that of Clair. Still all his Pokémon have the Psychic move at a level they would normally not, and given that his Pokémon have a high Special Attack, he can be a serious threat if understimated. However his Pokémon are of weak defenses.

Will in Team Rocket

He is not officially in Team Rocket but he is under the Mask of Ice in the manga. His partner is Karen. They don't battle anyone in the game, but they still battle. So he gets a promotion but Karen does not. She despises him because of a battle he lost and she won. She then got his spot and he got her spot. Then he got another promotion for the same spot. So now they are partners and they like each other, but Giovanni moved Karen to Kanto so they got parted and he had to stay in Hoenn. Then she got fired by Dr. Sebastian.

Manga

He is still the Elite Four in the manga and still in Team Rocket.You see him in the second premiere of the manga. You befriend him and you also travel with him. He moves back to Sinnoh and marries Karen. Then they move to the Resort Area and they still live there now. He goes to the battle frontier and meets Thorton a lot. And he battles you again when ever you want in the big house in the Resort Area. If you beat him you will win seventeen thousand 22 dollars. And you can come back when ever you want.
