To be concise, you are only limited to three personal images, meaning images that are solely for your user page and not articles. However, you may use as many images that are already uploaded on the wiki and are used on the articles. Bermuda • Triangle • 03:20,11/14/2011

You were actually banned from chat for causing trouble in chat, you were reported by a user. I will remove the ban when you have 25 edits, you currently only have 14. Crims

If you read the policy and not the short summary in the community notice, it clearly states "We request that you have at least 25 edits before using the chat. They do not need to be all mainspace edits. However, the edits cannot be almost all to your userpage or talk pages." 51.86% of your edits are to user and user talk, meaning more than half of your edits are to user and user talk.
