Urara Takano (高乃 麗 Takano Urara, born in Togane, Chiba, Japan August 16, 1961) is a the Japanese voice of Raichu in Pokémon.

She is also voice of Weevil Underwood in “Yu-Gi-Oh!” and does the Japanese dubbing of Celia in the Disney/ Pixar film, “Monsters Inc.” Captain DeBois in “Madagascar 3: Europe’s Most Wanted” and Bellatrix Lestrange in the “Harry Potter” films.
