U-turn is a Bug-type move. It allows user to the user rush back to switch places with a party Pokémon in waiting after attacking. This will always let you switch despite moves like mean look.
In Pokémon HeartGold and SoulSilver, the U-turn TM is given to you once you beat Bugsy, the gym leader in Azalea Town.
