I don't really think they are bad guys. If they were they wouldn't help the player.

Yes I was thinking this. They seem to be good friends with N but he is classed as a villain too so... But he did turn good in the end so maybe they followed him. Yet, for the majority of the game he was a villain so I am guessing they stayed loyal to him. But I suppose because they were members of a villainous organisation, we should class them as villains.

Plus their Japanese names do mean Goddess of Love and Peace. So I'm guessing the one with the pink hair is Anthea (Love) and the purple one is Concordia (Peace).
