Pokemon-E-SkyPillar(Exterior)

The Sky Pillar, outside.

The Sky Pillar (Japanese: そらのはしら, HepburnSora no Hashira) is a huge tower located in Hoenn located at Route 131. Appearing in Ruby, Sapphire, and Emerald, it is the only place in the game where the player can encounter (and catch) Rayquaza. Many other species of high-level Pokémon also inhabit it, such as Dusclops and Altaria. During the conflict between Groudon and Kyogre, the player travels to Sky pillar separately with Wallace where Wallace unlocks the door so, player can meet Rayquaza at the top floor. However, it's during only this visit that some of the floor is cracked, so the player does not need a Mach Bike to reach to the top floor. After this, when the player goes to the Sky Pillar a second time, the Mach Bike is needed to climb to higher floors and is inaccessible in Ruby and Sapphire until after the Elite Four are beaten.

In Emerald, it is accessible the second time after you have woken the Rayquaza to confront the Groudon and Kyogre in Sootopolis City. You do not need to challenge the Elite Four to catch it, unless if you are playing the Ruby/Sapphire games.

Rayquaza is always at level 70 when the player character battles it.
