Shelly is one of the three Admins in Team Aqua.

In Pokémon Ruby and Sapphire Versions, Shelly has curly red hair, wears a blue bandanna with the Team Aqua emblem on it, sleeveless blue vest, blue gloves, orange shoes and blue pants with orange circles.
