Shelly is one of the three Admins in Team Aqua.
Appearance
Personality
Shelly is a bit passive aggressive and is very easily annoyed. She isn't the best to deal with problems head on bit she can take them from behind like a champion.

Games
Ruby, Sapphire and Emerald
In Sapphire and Emerald she appears first at the weather institute and then at the Seafloor Cavern. In your first battle against her, she has a Carvanha and a Mightyena. At the Seafloor Cavern the only change is that her Carvanha has evolved into Sharpedo. Shelly doesn't appear in Pokémon Ruby.

Trivia
- The only time Shelly didn't wear her bandanna was in "The Three Team Scheme."
- Both Courtney and Shelly start with "Ahahahaha!" in the beginning of their conversation with the player before the battle.
- The length of her top seems to differ between the games and the anime: in the anime it is a sleeveless shirt, but in the games it is a bikini.
- In her debut appearance in the anime, she was referred to as 'Isabel', while her Chuang Yi name in Pokemon Adventures was 'Angie', giving her three total names across the Pokemon media. 'Isabel' became her actual name in all subsequent anime appearances; she remained 'Angie' throughout the RS arc of Pokemon Adventures in Chuang Yi's version. This same thing happens to Tabitha ('Harlan' in "A Three Team Scheme", and 'Mitch' in the Chuang Yi translation of the Pokemon Adventures RS arc).
- Her Generation III appearance has her depicted with curly red hair, but her Generation VI re-design gives her black hair with some blue accents.
