The Shell Bell is a Generation III item that restores a little bit of HP each time the holder successfully attacks and gives damage to the opponent. The more damage the holder deals, the more HP healed. In Hoenn, the player must go to Shoal Cave to collect four Shoal Salts and four Shoal Shells and bring it to an old man in the cave. In Sinnoh, the player must visit an old woman in Hearthome City.In Generation 5, it can be obtained by talking to a man in Driftveil city.

Although you can obtain Shoal salt, and Shoal Shells in Gen V frmo the treasure hunter by Undella Town, it doesn't not get you a Shell Bell in any way.
