Seafoam Islands is a location Articuno is native to in the Kanto region games. In Generation II, Blaine was forced to move his gym here due to the eruption of Cinnabar Island's volcano. Pokémon here include Seel, Dewgong, Golbat, Psyduck, and Golduck.
