Rusturf Tunnel is a tunnel in Pokémon Emerald, Sapphire, and Ruby where you will battle one of Team Aqua's members and save Peeko. You can also catch Whismur there, and you will use your Rock Smash so that the two lovers can meet all the time which then will stay at Wally's house. The guy will give you a HM Strength.
