In the games
It can be found in Pokémon Sapphire, Ruby, and Emerald in Mirage tower on route 111 and also HeartGold and SoulSilver by smashing rocks at the base of the cave in Route 47.
In Pokémon Black and White you can get a random fossil from a guy in twist mountain, but after getting a fossil you must wait 24 hours until you can get another one.
