The Rocket Scout is a character who first appeared in Dues and Don'ts and acts as a scout for Team Rocket, scouting new Team Rocket members. Her only known Pokémon is a Delibird who acts as bait for possible members of Team Rocket.
After running into Jessie, James and Meowth, she attempted to recruit them into Team Rocket, but they stated they were already members. She checked her computer, but they weren't in the system. After James showed her his membership card, she stated that they were kicked out for not paying overdue fees. She offers to let them back into Team Rocket if they defeated a random trainer on a nearby route.
Unfortunately, the random trainer was Ash and even after receiving help from the scout's Delibird, they lost. Despite losing, she let them back into Team Rocket, but said Delibird would track them down from now on to pick up their overdue frees.
