Rock Climb was introduced in Generation IV.
Effect
It is an HM which might make the foe confused. The user forces an earthquake which causes the rocks to come upward. Then user climbs up those rocks, attacking the opponent. It is needed to scale very rocky cliffs in-game, and, like most HM's, is needed to progress through the story.
Where to obtain
In Pokémon Diamond and Pearl and Platinum, the Rock Climb HM can be obtained outside a hiker's house on Route 217. In HeartGold and SoulSilver, the HM can be obtained from Professor Oak after defeating Blue. It is needed to scale Mt. Silver.
