Rock Climb was introduced in Generation IV. It is an HM which might make the foe confused. It is needed to scale very rocky cliffs in-game, and, like most HM's, is needed to progress through the story.
Where to Obtain
In Pokemon Diamond and Pearl and Pokemon Platinum, the Rock Climb HM can be obtained outside a hiker's house on Route 217. In Pokemon HeartGold and Soulsilver, the HM can be obtained from Professor Oak after defeating Blue. It is needed to scale Mt. Silver.
