The Red Chain was an item re-created by the leader of Team Galactic, in order to control Palkia and Dialga. The player will never obtain this item, and it is unknown where the Chain went (or if it simply crumbled) after the events atop Mt. Coronet, though it can be presumed that it was destroyed by the legendary lake trio in Diamond or Pearl, or by Giratina in Platinum.
