A Rank is a level somewhat that describes a job. In this context it is the ranks of Team Rocket. Below are the speculative ranks of Team Rocket.

Boss - Highest Rank
Executive - The second highest level rank who takes orders from the boss personally
Elite Officer - Usually works right under the boss
Officer - A leader who manages other operatives
Spies - Secret agents who work directly under the boss
Agents - Field operatives
Grunts - The lowest level of operatives
Suppliers - They supply other members with food and money in the field
