Puka is a Pikachu owned by Victor, a surfer, that appears in The Pi-Kahuna. He is voiced by Chika Sakamoto in both the original Japanese and English-language versions of the Pokémon anime.
History
Some twenty years prior to the episode, Puka was seen floating to Seafoam Island on a single wooden board and he instantly became Victor's main Pokémon while also reigniting Victor's passion for surfing.
For the next twenty years, Puka and Victor lived together side-by-side, conquering each wave.
Puka is a unique Pikachu as while the rest of its species and Ash's Pikachu have brown eyes, Puka has blue eyes.
Puka also has the ability to sense a fast-approaching wave, causing his eyes to glow blue and his body to glow as well.
After meeting Ash Ketchum and his friends, Puka uses his powers to help Victor ride the Humunga Dunga, a huge wave that only one surfer, Jan successfully conquered.
