The tour guide was an employee of the Pokémon Land in Pokémon: Indigo League.

Season 1: Indigo League

The tour guide was employed to show the visitors a bit about the giant mechanical Pokémon. When she saw that the machines were destroyed, she told the visitors that there were some "technical difficulties".
