The Generation IV games include HeartGold, SoulSilver, Platinum, Diamond, and Pearl. It's located on top of the cliff on Route 15 and is therefore only accessible after completing the main game.
To transfer the Pokémon you need two Nintendo DS systems. You can send over six Pokémon at a time from their boxes. Unlike HeartGold and SoulSilver, you do not have to wait 24 hours before sending another six. Pokémon which hold items or know HMs cannot be transferred. Think carefully before sending Pokémon over, as they cannot be sent back.
To obtain the Pokémon, you must play a minigame. To start playing just talk to the man in the back of the building standing in between the two counters. You use a bow controlled by the touch screen which shoots out Poké Balls to capture the Pokémon jumping between bushes. There is a time limit. There is a reticule on the top-screen so you can see where the ball is likely to land.
