Petrel is one of the Team Rocket executives in Pokémon HeartGold and Pokémon SoulSilver. Petrel is the last in command of the Rocket executives. The first time player battles him at Team Rocket's hideout in Mahogany Town. Then player battles him at the Johto Radio Tower.
