Norman is a veritable expert in using Normal-type Pokémon, and is in charge of the Petalburg Gym.

Norman has a very dominant and headstrong personality, as shown when he prevented his son Ruby from entering Pokémon Contests. Despite this, Norman cares deeply for his only son, due to the fact that he left Johto on the day of Ruby's birthday, in order to meet him in person. Norman is also a very selfless person, as shown when he sacrifices his life to prevent Groudon and Kyogre from clashing. He is shown to have a deep hatred for the Pokémon Association, refusing to affiliate himself with their organisation.
Norman is masterful in his control over Pokémon, as shown when he single-handedly controlled the legendary Pokémon Rayquaza in order to stop Groudon and Kyogre from fighting. He is also shown to be very powerful in terms of his physique, as when Norman crushed a cellphone receiver in his hand with minimal effort. Norman is also shown to use a motorcycle to travel around Hoenn.
Seven years prior to the events of the Ruby and Sapphire Chapter, Norman was banned by the Pokémon Association from taking the Gym Leader examination for five years. This was due to his son Ruby, who, in an attempt to subdue a rogue Salamence, inadvertently broke Rayquaza free. As a result, Norman shouldered the blame for his son, and vowed to find Rayquaza for the Pokémon Association, isolating himself from his family.

Vigoroth was used by Norman briefly, when he attacked a Breloom that emerged from the undergrowth to attack them.
Slaking is Norman's powerhouse Pokémon, and is used twice in the battles against his son, Ruby. It was also used in Norman's battle with Wally at the Sky Pillar, where its signature technique Truant was able to allow it to evade Wally's Spinda's attacks.
Norman's two Slakoth were used primarily to attack Rayquaza seven years ago, in an attempt to capture it. They were considerably agile, as both Slakoth were able to dodge Rayquaza's onslaught with ease.
Rayquaza was used by Norman in order to act as a mediator in the ensuing fight between Groudon and Kyogre. However, Norman was unable to handle the sheer power required to control Rayquaza, and his heart gave out as a result. After Norman's death, Rayquaza flew away from the battle. It was this same Rayquaza that Norman had been hunting for seven years.
Flygon served as Norman's main mode of transportation, as it was used to take Norman to the Gym Leader Examination in the past. Norman gave his Flygon to Wally shortly after he had completed his training.
