This Slaking is a Normal-type Pokémon owned by Norman.
Biography
Ruby and Sapphire series
Slaking lived in Norman's greenhouse when it wasn't being used in battle. The heroes, along with Kenny, visited Slaking. Kenny mentioned Norman had a lot of trouble training Slaking, but it paid off, being very powerful during Gym matches.
