Mr. Parker (aka Gligarman) is a character appearing in Pokémon: The Johto Journeys.
Biography
Season 3: The Johto Journeys
Mr. Parker was an owner of a store. To improve his business, he walked the town wearing a Gligar costume and when he became famous, he decided to be the town's superhero, with his Gligar as his companion. He wanted his daughter to be his successor, but she refused to be. After he and Ash were captured by Team Rocket, Latoya appeared as Gligirl and used his Gligar to defeat Team Rocket and decided to respect his father's wish.
