SlowpokeTail
It is possible that the Lagging Tail is the Generation IV's version of the SlowpokeTail item found in the Generation II games (due to it being held by wild Slowpoke and it effect when held in battle). However the difference is the SlowpokeTail doesn't effect Pokémon holding it. However, maybe related to Onix as the items sprite resemble an Onix's tail.
