Ice Beam is an Ice-type move introduced in Generation I. It has a 10% chance of freezing the opponent. It is known as TM13.
Effect
In Battle
The user throws a beam of ice towards opponent. The foe is struck with an icy-cold beam of energy. It may also freeze the target solid. Severe hit may cause the foe to freeze.

Startles all Pokémon that have made a Beauty-type appeal this turn.
