Hydro Cannon is move when the user sends a water blast to the opponent. It has 150 attack power and 90 accuracy. It has 5pp and it can be found north of the resort area in the sandstorm. There's a house with an old man in it. he will teach it to any water starter as long as your water starter has likes you a lot and has a lot of happiness.
