Hooligans are a Trainer Class introduced in and currently exclusive to Generation V. They're a combination of a Biker and a Roughneck, depicted as gangsters fighting alongside each other. The only Hooligans in Black and White are located on Route 9. They typically use the Dark/Fighting-type Pokémon, Scraggy.

Bikers and Roughnecks are shown to be hanging with each other in past generations. Generation V introduced the fact that they fight alongside too.
The Roughneck sprite is reversed in order to make it look like he was facing you.
