Frustration is a more that gets more powerful the more the user pokemon hates it's master. this is often an ability that doesn't get used a lot because as you use a pokemon more and more it likes you that much more.

Gold/Silver/Crystal series

It can be gotten in the Goldenrod City Dept. Store on a Sunday just show the TM Lady a Pokemon that hates you and you will get TM 21.

Ruby/Sapphire/Emerald series

In Pacifidlog Town there is a house in the southwestern corner that has a man in it. Show him a pokemon that hates you and he will give you TM 21.

Fire Red/Leaf Green series

It is found on the 3rd floor of the Team Rocket game corner base in Celadon City.

Diamond/Pearl/Platinum series

Can be found on the 3rd floor of the Team Galactic hideout in Veilstone City. Or can be bought at the Veilstone game corner for 1,000 coins.
