The Fossil Maniac is a man found only in the Ruby, Sapphire and Emerald versions. His house is located on Route 114. Here the fossil in Mirage Tower that you didn't obtain can be found in the tunnel he dug, however it only appears after the Elite Four have been defeated by the player.
The two fossils you can obtain are the Claw Fossil and Root Fossil.
