The Jirachi event in the US will start on Feb 27 2010 and end on March 13, 2010 at Gamestop. This Jirachi is at level 5 and knows the moves Wish, Confusion, Rest, and Draco Meteor It also has a classic ribbon. If you trade it into HG or SS you get the special Poke Walker Coarse - Edge of Night Sky.
