An Elite Four Champion is someone who has beaten the Elite Four in all the Pokémon Games. Only the champion in Generation I is your rival, Blue. The other champions are: Lance in Generation II, Steven or Wallace in Genaration III, Cynthia in Generation IV, and Alder or Iris in Generation V.
