Not being seen in the Anime present, the Elder of the Dragon Village is shown in Iris's flashbacks. She appears to be an old, wise woman who cares deeply about Pokemon, especially Dragon-types.

When Iris entered the tournament, the Elder watched and exchanged a meaningful loook with Drayden.

Iris also said to a deino that she calmed down an aggressive druddigon that wouldn't leve a cave in the dragon village.
