This Gastrodon is a water/ground-type Pokémon owned by Cynthia.
Biography
Gastrodon's first on screen appearance was when Cynthia, Ash, Brock and Dawn were protecting the Lustrous Orb from Team Galactic. Using its powerful Muddy Water and Stone Edge, Gastrodon easily fended off dozens of Golbat used by the villains.
Gastrodon was later seen in Cynthia's battle with Aaron, where it blocked Beautifly's Solar Beam by using Stone Edge as a shield and then launched the attack at Beautifly, knocking it unconscious.

Trivia
Although it's never been mentioned, Gastrodon has been shown using Counter Shield by using Stone Edge to block Aaron's Beautifly's Solarbeam and Muddy Water to block Golbat's Air Cutter.
