This Seadra was used by Cissy, the Gym Leader of the Mikan Island Gym.
Biography
She used Seadra to challenge Ash in a rather unusual way. Rather than having it battle, it was used for a Water Gun shooting contest, in which whoever shoots down the most targets wins. It went up against Ash's Squirtle in this contest. It and Squirtle shot down the last target at the (according to Tracey) exact same time, resulting in a draw.
