Cerulean Gym's Dewgong started off as a Seel.

Biography

During the The Misty Mermaid underwater ballet, it evolved into Dewgong and helped fight against Jessie, James, and Meowth when they tried to steal the show. Dewgong belongs to all the Sensational Sisters.
