Northwest of Cerulean City. It is located in Kanto and was first introduced in Gen I. You must have beaten the Pokémon League to enter. If you use Surf and try to get in a Cooltrainer will block it until you have beaten all the gym leaders in the Kanto region. This is the only place to catch Mewtwo. The Mewtwo is at Lv 70.
