FRLG A spray of bubbles strike the foe. It may lower the foe's SPEED stat.

Bubble Beam does damage and has a 10% chance to lower the target's Speed by 1 stage. In a Double Battle, Bubble Beam can target any Pokémon around the user; in a Triple Battle, Bubble Beam can only target a Pokémon that's adjacent to the user.
