Blue Eye is one of the Admins of Pokemon Pinchers. The other two admins are Red Eyes and Purple Eye.

In the game, you first find her at the top of the Wireless Base, then she is found at The Old Mansion where she uses a Meganium. Then she is found at the Submarine where you save her by pulling a box off her. Finally she is found during the final mission where she and some grunts try to capture Lugia then they escape and are never seen again.
