Ash and co. meet Stephan again, Ash and co. enter the Bell of Wishes Festival Contest, Stephan wins the contest and accompanies Ash and co. to Toaro Town for the Donamite Battle Tournament.
After defeating Skyla and earning the Jet Badge, Ash and Co. head out to Icirrus City. Along the way, they reunite with their old friend Stephan who happens to be entering a contest called the "Wishing Bell Festival". This festival is about going through series of obstacle courses along the way until the final event, one of them will win and get to ring the bell at the top of Celestial Tower and make a wish. As Ash and co. arrive at the festival, they soon find out that the contest is run by Mile, the previous Gym Leader and Skyla's grandfather. Of course what Stephan says its true it did happen to be an obstacle course with many challenges as trainers pair up with their pokemons. Who will win this towering race? The event of the "Wishing Bell Festival" begins now!
There was a cosplaying portion of the contest where the characters and pokemons dressed up as other characters and pokemons:
Ash was Alder and Pikachu was Bouffalant.
Iris was Professor Juniper and Axew was Darumaka.
Stephan was Nurse Joy and Sawk was Audino.
Ricky was Officer Jenny and Elgyem was Herdier.
Cilan was Elesa and Pansage was Emolga.
An article of clothing similar to Brock's vest made it's way into the clothes pile, probably as a tribute to Brock.
A Dawn hat & wig was in the clothes pile along with Team Rocket clothing. It was probably just a coincidence or a signal that Dawn is coming to the Best Wishes Series.
Its a good thing that Pikachu didn't even touch that Thunderstone just once when Ash warned him not too. If Ash's Pikachu just touch that Thunderstone, he would've evolved into Raichu in front of everyone's eyes including his friends. The Thunderstone just first appeared in IL014: Electric Shock Showdown when his Pikachu wanted to remain the way he is in order to beat Lt. Surge's Raichu with speed instead of power.
It could be said that Stephan somewhat cheated when his Litwick blew out Ash's. This is also somewhat ironic because the competition came down to a race and Ash probably would've won because he is clearly in much better physical shape than Stephan is.
They should've known better to double check those candles out if there's any real Litwick sneaking in the competition before handing them out in the final event.
Sometimes characters would get Stephan's name wrong. Although Iris gets his name right once.
