Heartgold and Soulsilver
He is the head of Team Rocket while Giovanni is gone. He appeared in HeartGold and SoulSilver. In the games, he appears in the Goldenrod Radio Tower as an opponent. Once defeated, Archer will disband Team Rocket for good as he believes that Giovanni has left them for good. When he leaves after you defeat him, the Director will up the elevator and give you the Rainbow Wing or the Silver Wing depending on your game.
