They are low-leveled in Team Rocket so they don't get paid much. Catrina is not in the Team Rocket exactly so she is not fitted. And Cassidy and Butch want to become the boss of the whole Team Rocket but that won't happen. Now, Butch is the head of Team Rocket agents because catrina got a promotion. And now all of them are rivals so now they hate each other. Yet Cassidy and Butch got a promotion to a higher rank in agents. So all of them are mad at Giovanni.
